CalSAE Legislative Position Statements  

 The CalSAE Board has adopted a set of Legislative Position Statements that represent the legislative platform for CalSAE.  The Legislative Committee is responsible for making recommendations on Position Statements to the Board of Directors, and then advocating on specific bills that address any approved Position Statement within the legislative process. 

Association Management.  CalSAE Associations and other non-profit organization support legislation that eases burdens to the management of those organizations.


Communications.
  CalSAE supports the development of legislation to protect the right of CalSAE associations and other non-profit organizations to continue to communicate with their members and to the public at large in furtherance of their purposes, including the right to solicit contributions, as appropriate. 

 

Background:  Forms of communications that are included within this Position Statement include fax, email, telephone, regular mail and website.

 

Employment Practices.  CalSAE Supports flexibility in employment practices for CalSAE associations and other non-profit organizations.

 

Background:  Legislation will be reviewed that would increase or restrict employment practices for our members.  Employment practices that CalSAE supports increased flexibility include:

 

40-Hour Workweek.  The not-for-profit community finds the existing law to be overly restrictive and would like to return to the current FLSA requirements so both the organization and employees can enjoy increased flexibility.

 

Health Care.  The not-for-profit community encourages legislation that will allow associations to, once again, offer insurance programs to their members.

 

Association Sponsored Employee Benefit Programs – CalSAE favors removal of obstacles to growth, management, and financial stability of association-sponsored employee health care plans that can be offered to members, even if only one individual needs coverage, and their employees in order to maximize coverage for workers and dependents.  CalSAE supports quality, affordable, accessible health care for all Californians and believes the not-for-profit community can, once again, lead the way.

 

Identity Theft.  CalSAE supports legislation that protects the identification of organizations.


State Budget - Service Fees.
  CalSAE associations and other non-profit organizations should be exempt from any new service fees or taxes imposed on services.

  

Workers Compensation Insurance.  CalSAE supports the reforms that simplified the system making workers compensation insurance more affordable while maintaining high quality services to the injured, and supporting our associations’ ability to provide group workers compensation insurance programs.
