Professional Bio
Oyango leads the nationwide government affairs efforts for Milliman, an independent risk management, benefits, and technology firm, and serves as a visiting professor of law at the University of the Pacific, McGeorge School of Law in Sacramento. Oyango is very active in the association community as an independent consultant, content leader for the CAE Kickoff with ASAE, and as a board member with CalSAE.
Oyango recently served as the Chief Executive Officer and Executive Director of the California Lawyers Association (CLA) and California Lawyers Foundation (CLF). Prior to CLA/CLF, Oyango served as Senior Vice President, General Counsel ; Corporate Secretary for the Western States Petroleum Association (WSPA) where he was responsible for all legal matters and served as a senior advisor on the Association's leadership team. Oyango also filled the role of corporate secretary and advised the President and the Board of Directors on corporate governance matters. As WSPA’s chief legal officer, Oyango was also responsible for WSPA’s antitrust compliance program. Prior to joining WSPA, Oyango served as the chief legislative and regulatory counsel in multiple states representing the Property Casualty Insurers Association of America (PCI) on critical issues impacting the insurance industry. Prior to joining PCI, Oyango spent his professional career in state government relations in both the public and private sectors in Columbus, Ohio, including a political bid for the Ohio Senate. He earned his law degree at The Ohio State University and holds a Master’s of Business Administration from Franklin University in Columbus, Ohio. Oyango completed his undergraduate studies at Central State University. He is licensed to practice law in the State of Ohio and received his credential as a Certified Association Executive in 2020. He continues to execute a servant-leader mindset as the Immediate Past Chair of the Board of Directors for United Way California Capital Region (UWCCR).
